About the Role

Selemani Construction Limited (SCL) is seeking a competent Procurement Officer to manage the full procurement cycle for construction materials, subcontractor services, and equipment, ensuring value for money, compliance, and timely delivery across all SCL projects.

Key Responsibilities

  • Develop and implement procurement plans aligned with project schedules and budgets.
  • Source, evaluate, and pre-qualify suppliers, subcontractors, and service providers.
  • Prepare and issue RFQs, Invitations to Tender, and Purchase Orders.
  • Conduct competitive bidding and evaluate bids in line with SCL procurement policy.
  • Negotiate contracts, pricing, and delivery terms to achieve best value.
  • Maintain a supplier/vendor database and monitor supplier performance.
  • Coordinate with stores, site, and finance teams to align procurement with site requirements.
  • Ensure compliance with company policies, regulatory requirements, and project specifications.
  • Prepare periodic procurement reports for management review.

Qualifications & Experience

  • Bachelor’s degree in Procurement & Supply Chain Management, Commerce, or related field.
  • Professional certification (CIPS, CPSM, or equivalent) is an added advantage.
  • Minimum 5 years of procurement experience, at least 3 years in a construction company.
  • Demonstrated knowledge of construction materials, plant, and subcontract management.
  • Proficiency in procurement software and Microsoft Office Suite.
  • Strong negotiation, analytical, and communication skills.

About the Role

SCL invites applications for the position of Store Personnel. The role sits at the intersection of stores management and procurement support, ensuring all construction materials, tools, and equipment are accurately received, stored, issued, and accounted for across all project sites.

Key Responsibilities

  • Receive, inspect, and record all incoming materials and equipment against LPOs and delivery notes.
  • Maintain accurate stock records using bin cards and digital inventory systems.
  • Issue materials and tools to site teams based on approved material requisitions.
  • Conduct regular stock counts, reconciliations, and variance reporting.
  • Identify slow-moving, obsolete, or damaged stock and escalate accordingly.
  • Coordinate with the procurement team to raise timely re-order requests and avoid stock-outs.
  • Ensure proper storage, labelling, and segregation of materials including hazardous substances.
  • Support procurement activities: obtaining quotations and following up on orders.
  • Prepare daily, weekly, and monthly stores reports for management.

Qualifications & Experience

  • Diploma or Bachelor’s degree in Stores/Warehouse Management, Procurement, or related field.
  • Minimum 5 years of experience in stores management and/or procurement in construction.
  • Strong knowledge of construction materials, hardware, and building products.

SCL is looking for a hands-on Site Quantity Surveyor to support cost management and contract administration at our active construction sites. The role requires a practical professional capable of working on-site to monitor costs, measure works, and provide accurate financial reporting from the field.

Key Responsibilities

  • Measure quantities of work executed on site against project drawings and specifications.
  • Prepare and submit interim payment applications (IPAs) and valuations to the client.
  • Monitor and control material usage, wastage, and site expenditure against approved budgets.
  • Assist in preparation of BOQs and cost estimates for variation orders.
  • Maintain site-level records for all cost and quantity data.
  • Liaise with the site manager, engineers, and subcontractors on measurement and payment matters.
  • Support preparation of subcontractor interim certificates and final accounts.
  • Identify and flag cost overruns, scope changes, and risks to the senior QS.

Qualifications & Experience

  • Bachelor’s degree or Higher Diploma in Quantity Surveying, Civil Engineering, or related field.
  • Minimum 3 years of site-based quantity surveying experience in construction.
  • Proficiency in measurement software (e.g., CostX, Bluebeam) and Microsoft Excel.
  • Sound knowledge of standard measurement methods and construction contracts (FIDIC, NEC, or local).
  • Membership of ARICS, IQSK, or equivalent professional body is an advantage.

About the Role

SCL is recruiting an experienced Quantity Surveyor to join its Commercial team. The QS will be responsible for full lifecycle cost management — from pre-contract estimates and BOQ preparation through to final account settlement — ensuring projects are delivered within budget and SCL’s commercial interests are fully protected.

Key Responsibilities

  • Prepare detailed Bills of Quantities (BOQs), cost estimates, and tender documents.
  • Conduct pre-contract cost planning and value engineering exercises.
  • Manage the full post-contract commercial process: valuations, variations, claims, and final accounts.
  • Review and negotiate subcontractor and supplier contracts aligned with main contract terms.
  • Prepare and submit interim payment applications and monitor client payment cycles.
  • Produce accurate monthly cost reports, budget forecasts, and cash flow projections.
  • Identify, assess, and manage commercial risks across assigned projects.
  • Prepare contractual notices, EOT claims, and dispute resolution documentation.
  • Mentor and guide junior QS staff and site quantity surveyors.
  • Liaise with project managers, engineers, clients, and consultants on all commercial matters.

Qualifications & Experience

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, or related field.
  • Minimum 5 years of post-qualification experience as a Quantity Surveyor in construction.
  • Proven experience managing contracts (FIDIC, NEC, JCT, or equivalent) from pre-contract to final account.
  • Proficiency in QS software (CostX, Candy, or similar) and advanced Microsoft Excel.
  • Strong knowledge of construction methods, materials, and current market rates in Uganda/East Africa.
  • Registered with ARICS, IQSK, or a recognised professional body is highly desirable.
